8. No. 152 of the 24th. of last July I have the honour to forward

the enclosed copy of a letter dated the 19th. ultimo from Mr.

A. C. Franklin applying for the post of Government Analyst at

British Guiana, should it become vacant.

Dr. J. M. Atkinson, the Principal Civil

Medical Officer, reports that Mr. Franklin has served under him

for 9 years and recommends him for this promotion, as being

well able to fill the post.

Mr. Franklin is at present acting as

Government Analyst in Hongkong and has discharged his duties to

my entire satisfaction. His record of service will be found on

page 296 of the Hongkong Civil Service List.
